The Executive Board

The EU-ASEAN Business Council is headed by an Executive Board, which is elected by the Membership. It consists of nine members, five elected to represent the MNC members, three elected to represent the Chamber members, and one Chairperson elected by both sets of members. The Executive Board oversees the operations of the Business Council, with the day-to-day management and operations being handled by the Executive Director.

Jens Ruebbert

Managing Director & Regional Head APAC, LBBW

Managing Director & Regional Head, Asia/Pacific, LBBW

Jens Ruebbert is the Regional Head Asia/Pacific of Landesbank Baden-Württemberg (LBBW) residing in Singapore.

Before he joined LBBW in January 2018, Jens worked for Deutsche Bank from 1991 until 2017 in several senior positions and in various countries such as Germany (1991 – 1996 and 2001 – 2009), Hong Kong (1996/97), Singapore (1997 – 2000) and Turkey (2000/01).
Before his current and second assignment in Singapore, he was Head of Large Caps Coverage/ Corporate Finance Stuttgart Hub (2005 – 2009), Chief Operating Officer for Deutsche Bank in China (2009 – 2014) and Chief Country Officer for Deutsche Bank in Vietnam (2014 – 2017).
Jens holds a degree in business administration.

In addition, Jens was Vice Chairman of the European Chamber of Commerce in China (2011 – 2014), Chairman of the German Business Association in Vietnam (2015 – 2017) and Chairman of the European Chamber of Commerce in Vietnam (2017). He was also President of the Singaporean-German Chamber of Industry and Commerce (from 9 March 2020 until 28 March 2023) and is now its Vice President.

Currently, Jens is the Chairman of the EU-ASEAN Business Council (since 25 May 2023, re-elected on 30 June 2025) and President of EuroCham Singapore (since 30 May 2023) as well as Member of the Board of Directors of the German Asia-Pacific Business Association/ OAV (since December 2018).

In 2021, Jens was awarded the Order of Merit of the Federal Republic of Germany (“Bundesverdienstkreuz am Bande”).

Noel Clehane

Global Head of Public Policy, BDO

Global Head of Regulatory & Public Policy, BDO

Noel Clehane is the Global Head of Regulatory & Public Policy at BDO and a chartered accountant with over 30 years’ experience of professional practice as an audit partner and high-level public policy involvement.

He is a Fellow of both Chartered Accountants Ireland and of ICAEW in the UK (where he has been a Council Member since 2014), and holds other qualifications from Law Society Ireland, Insead Paris, the Institute of Risk Management, Florida Atlantic University and Zurich University of Applied Sciences.

Noel has travelled extensively meeting regulators, policy makers, politicians, and corporate representatives all over the world. He coordinates and executes the involvement of the BDO network globally in regulatory, advocacy and public policy matters. He also advises the BDO Global leadership on geopolitical and geostrategic risks as well as emerging regulatory and public policy trends. He has extensive and regular senior-level contact with the major European institutions and is the primary BDO contact for a range of multilateral bodies including the WTO, OECD, World Bank, WEF, ASEAN Secretariat and UNCTAD.

Noel has a particular focus on the links between Europe and ASEAN. In 2019, he established the Brussels Support Group of the EU-ABC and regularly briefs the Council’s Executive Board on EU matters. He has chaired the European Services Forum since 2017.

Noel has participated actively in many EU-ABC delegations in Brussels and across ASEAN and is a regular visitor to the region. He is also a regular contributor to inter-regional business dialogues on the economic potential of EU-ASEAN economic relations and of ASEAN generally. He has written numerous articles and blogposts on the ASEAN region, is very active on social media about EU-ASEAN matters and has chaired and participated in numerous panels, webinars, and conferences on EU-ASEAN topics in recent years.

He leads engagement for the EU-ASEAN Business Council with the EU-Singapore Business Roundtable, the ASEAN Business Committee, and the European Policy Centre in Brussels as well as with the Friends of ASEAN and the Delegation to Southeast Asia in the European Parliament. He is also a very active member of several other organisations including Asia Society Switzerland, Asia House, and the Asian Corporate Governance Association.

Sharon Toh

Head of ASEAN Region, Swift

Head of ASEAN Region, SWIFT

Sharon Toh is Head of ASEAN region for Swift in Asia Pacific, based in Singapore. She leads the relationship management team in ASEAN region, supporting existing customers and expanding businesses in this fast-growing region. With over 25 years’ experience in the financial services industry, Sharon has developed deep client relationships across the ASEAN region, including strong connections with banks, corporates, regulators, and market infrastructures.

Prior to joining Swift, Sharon was Sales Director, Indochina at Thomson Reuters, overseeing Thailand, Vietnam, Cambodia, Myanmar, and Laos. Previously, she was Regional Head of ASEAN for the Client Specialist team, responsible for the region’s sales and client training. In addition to her successful sales career, Sharon has worked in various roles across content acquisition, marketing, and client support at leading financial information providers.

Sharon was voted to the board of EU-ASEAN Business Council in 2022, and has served as treasurer since. She was re-elected in 2025, taking on the vice-chair position in addition to treasurer. She is also deeply committed to DEI and her commitment extends to nurturing the next generation of leaders. She is one of the founding members of Swift’s gender equality network and a council member of Women in Payment’s global mentorship council.

Gustaaf Reerink

EuroCham Indonesia Executive Board Member

Executive Board Member, EuroCham Indonesia / Foreign Counsel, ABNR Counsellors at Law

Gustaaf is foreign counsel at ABNR Counsellors at Law in Jakarta. He advises on corporate and commercial transactions, specialising in foreign direct investment, corporate/M&A, and antitrust, across a broad range of industries.

Since 2023, he has served as secretary of the EU-ABC’s Executive Board, representing the European Chamber of Commerce (EuroCham) of Indonesia. He was re-elected in 2025 to the same position. He is also a member of the Board of Trustees of the Dutch Business Network (DBN) in Indonesia.

Gustaaf graduated from Leiden University in the Netherlands, where he earned an LLM in private law, an MA in Indonesian studies, and a PhD for a dissertation on Indonesian land law. In addition, he read law at King’s College London and the School of Oriental and African Studies in London and studied French at the University of Burgundy in Dijon. He holds a Diploma in International Commercial Arbitration from the Chartered Institute of Arbitrators (CIArb) and the University of New South Wales (UNSW Sydney).

Federico Donato

EuroCham Singapore Executive Board Member

Executive Director, Credit Suisse Wealth Management Asia Pacific

Federico is Executive Director at Credit Suisse Wealth Management Asia Pacific.

A senior banker with extensive experience in the wide spectrum of the wealth management industry and an expert in family business, Federico advises Ultra High Net Worth Individuals, MNCs, Institutions and Pension Funds, beside managerial duties.

He is board member of private companies and institutions including Singapore Business Federation, ACCORD -Advisory Council on Community Relations (Ministry of Defence, Singapore) and the National Wage Council (Ministry of Manpower, Singapore).

Federico also served as President of the Italian Chamber of Commerce in Singapore and as Vice President of Assocamerestero (the apex body of the Italian Chambers of Commerce abroad).

For several years, Federico has been an advocate of the Sustainable agenda, leveraging on the strong focus of European businesses and institutions on this matter. In 2019 he started the Eurocham Sustainability Committee with may industry leaders, designed and developed the Eurocham Sustainability Program & Award partnering with Ministry of Sustainability, Ministry of Trade & Industry, Singapore Exchange and Singapore Business Federation on top of the EU Commission and many government agencies that have a mounting interest in this subject. Following the intense effort in this field, Federico has been elected in the Management Committee of the UN Global Compact in 2021. A regular speaker, author and contributor to many seminars and conferences including but not limited to Trade Association Symposium @ APEX, APEC Business Summit 2022, Singapore Regional Business Forum, Evolve by World Gold Council, Federico is considered an established voice in the sustainable space; he contributes as guest speaker of EMBA programs for several global business school including Bocconi and ESCP, Aalto among others.

Federico started his career in Sanpaolo Bank in New York and worked for several financial institutions in different locations and roles, including being founder and Chief Executive Officer of multi-family office FFA Asia. He graduated in financial markets at Bocconi University in Finance and was visiting student at Stern School of Business, New York University

Corine Tap

President, FrieslandCampina, Consumer Dairy, Asia

Corine has worked and lived for more than 20 years in Asia, a region she loves due to the huge role businesses can play to improve the health of people and the planet. In 2022, Corine joined FrieslandCampina to head up the Asia region for its Consumer Dairy business. Before that, she worked in Danone and Unilever. In her previous role in Danone, she was the President for AMEA – Asia, the Middle East and Africa, and a member of the Executive Committee.

Corine has served as Chairwoman of Eurcoham Indonesia and as treasurer of the EU-ABC Executive Board.

Corine is a B Corp steward and advisor to Circulate Capital, an impact investment fund based out of Singapore; she advises several environmental entrepreneurs and young changemakers in the region and sits on several of the company’s joint venture boards.

In 2017, she won the “Best Green CEO” at the Social Business Innovation Award for her leadership in pioneering the cross-section of environmentalism and the business industry in Indonesia. Her strong passion for the environment has made her an influential speaker who actively addresses the sustainability agenda on various occasions regionally and globally.

As a long-term resident in the region, and having deep passion and understanding of the circular economy and challenges in the plastic waste management ecosystem, she has close connections with many of the environmental entrepreneurs and organisations as their advisor, constantly finding ways to connect them with large organisations to increase their impact.

Corine was born in 1973, is Dutch by birth, married, and a mother of four. She graduated from Amsterdam University with a Master in Econometrics and Operations Research. Besides her leadership roles in business, she is also a competing equestrian, runner, scuba diver and loves doing these activities with her husband and children.

Jean-Gaetan Guillemaud

Jean-Gaetan Guillemaud is a Government Affairs, Communications & Sustainability professional with a focus on the improvement of healthcare standards across Asia.

Jean-Gaetan has 15 years of experience working across Asia in various commercial and functional roles. He joined Zuellig Pharma in 2014 as Country Manager, Cambodia, and is now Vice-President, Sustainability. Before joining Zuellig Pharma, Jean-Gaetan co-founded and led a distribution agency in New Delhi.

Zuellig Pharma’s commitment to Sustainability translates in a carbon footprint already reduced by 16,000 tons of carbon, equivalent to 275,000 tree seedlings planted and grown for 10 years, access programmes supporting 25 million patients, affordability programmes amounting to a 100 million dollars in discounts and redemptions and 31 collaborations with Governments to guide and shape public policy for a healthier future. By early 2022, Zuellig Pharma was ranked by EcoVadis, the world’s most trusted sustainability rating, #1 organisation worldwide in its industry, amongst 2,800 logistics leaders.

Beyond these initiatives, Jean-Gaetan focuses his efforts on external engagements to help drive higher sustainability standards within the healthcare and logistics sectors. Jean-Gaetan is a member of the EU ABC Supervisory Board, Advisor to the US NGO PSI in Cambodia and Non-Executive Director of the Angkor Hospital for Children.

Li Chen

Head of Public Affairs, ASEAN, HSBC

Head of Public Affairs, ASEAN, HSBC

As Head of Public Affairs for ASEAN at HSBC, Li leads strategic government engagement and policy advocacy across the region. She built the bank’s ASEAN public affairs strategy from the ground up, directing HSBC’s engagement with key regulators and policymakers, shaping policy environment while ensuring alignment with the bank’s commercial objectives across all ASEAN markets.

In her current role, Li has elevated HSBC’s ASEAN public affairs profile and leadership, spearheaded the bank’s senior engagement (regional and country CEOs) at critical forums as well as participation at key regional trade bodies such as the EU-ABC. Through collaborative efforts with regional and country teams, Li has been actively shaping and advancing policy debates on trade facilitation, sustainable finance, and digital economy in the region.

With an over a decade career spanning financial services and strategic advisory, Li Joined HSBC in 2022 from Blackpeak, a risk advisory firm helping global investors navigating Asia Pacific’s complex political and business environments. Li was the firm’s youngest director managing the firm’s biggest institutional clients globally, building and managing a high-performing team that delivered strategic business intelligence, political and policy risk analysis, reputational due diligence across Asia Pacific markets.

Li holds a Master’s degree in International Relations (with Honors) from the University of Chicago, studying under her thesis advisor John Mearsheimer and a Bachelor of Laws degree in International Politics (Ranking No.1 of the class) from Renmin University of China.

Li is the co-chair of the EUABC Financial Services Advocacy Working Group. In her free time, Li is also an avid mountaineer, scuba diver, free diver and runner.

Paulo Duarte

President of ECCP / General Manager, Bosch Philippines

Paulo Duarte holds the position of General Manager at Bosch Philippines and Country Manager for Mobility Aftermarket. Concurrently, he serves as the President of the European Chamber of Commerce of the Philippines (ECCP).

With over three decades of professional experience, Paulo has held various leadership roles across Bosch’s diverse operations. His career spans multiple industries and regions, including Southeast Asia, Germany, and Spain and Portugal. His tenure in the Philippines amounts to a cumulative six years, during which he has overseen the administration and strategic direction of Bosch’s business in the country.

Paulo earned his master’s degree in Business Administration from ISCTE – Instituto Universitário de Lisboa, Portugal, in 1991. He also holds a postgraduate degree in Marketing from Pforzheim University, Germany, completed in 1989.
